Alemania highlights harmonization efforts of stakeholders

ILIGAN CITY (PIA)–In an episode of CORDS X podcast with Communications Secretary Martin Andanar, 2nd Mechanized Infantry “Magbalantay” Brigade commander Col. Rey Alemania highlighted the harmonization efforts of stakeholders in Lanao del Norte towards the camp transformation of the North-Western Mindanao Front of Moro Islamic Liberation Front.

“Ang atong effort diri na ginapaabot sa MILF naa diri sa mga towns, sa Munai, Tagoloan ug Tangcal, kani naa na sila MILF communities, ang among stratehiya dani na lugar among ginapaningkamutan na ang camp transformation program sa MILF diri na area, maintegrate nato sa programa sa mga LGUs,” he said.

[The effort that we extend to the MILF in the towns of Munai, Tagoloan and Tangcal, now they are in the MILF communities… our strategy is we strive hard that the camp transformation program of the MILF here in the area will be integrated into the program of local government units.]

Alemania said that this effort is called “harmonization” wherein the plans from the MILF communities will be integrated into the development plan of barangays, municipalities, the province, and Region 10. According to him, the North-Western Mindanao Front is peculiar since it is situated outside the Bangsamoro Autonomous Region in Muslim Mindanao, and that they are in Lanao del Norte.

The commander also shared that Gov. Imelda Quibranza-Dimaporo mandated them to ensure that the camp transformation plan of the North-Western Mindanao Front will be integrated into the province’s development priorities.

“Through the PPOC [Provincial Peace and Order Council] ug Executive No. 6 sa province, nagbuhat ang province ug Technical Working Group (TWG) na mutan-aw ana sa programa. Ing-ana ka supportive ang atong LGU bahin sa pag-ensure nga maintegrate ang MILF diri sa LDN,” he said.

[Through the PPOC and Executive No. 6 of the province, the province created a Technical Working Group that will look into the program. This is how supportive the LGU is in ensuring that the MILF is integrated here in the LDN.]

The TWG includes the Department of the Interior and Local Government, Magbalantay Brigade, Civil Society Organizations, and Provincial Planning and Development Office, among others.

Alemania said this is a semblance of the whole-of-nation approach towards the MILF.

“Kani, murag replication sa ginabuhat sa Region 10 na naga concentrate sa CTG areas. Amo ra ni gikopya, gitan-aw unsaon pag-apply para sa MILF communities. Sa karon, naga-grassroots concentration ta sa different MILF communities kung unsa gyud ilang concern, priorities,” said Alemania.

[This is a replication of what is being done in Region 10 which is concentrating on CTG areas. We just copied and looked at how to apply this for MILF communities. Right now, we are concentrating on the grassroots level, on different MILF communities to determine what exactly their concerns or priorities are.]

Alemania shared that through the harmonization effort, some plans of MILF have now reached the municipal level and are included in the municipal program. He also said that this initiative is seen to be implemented for over five years and shall be included in the annual programs of LGUs. (LELA/ PIA Lanao del Norte)
