CAGAYAN DE ORO CITY, Feb. 13 (PIA)—To foster purposive governance, the Department of the Interior and Local Government (DILG)-10 convened over 500 local government officials to conduct the Capacity Enhancement Orientation for the Barangays on the Implementation of the Retooled Community Support Program (RCSP), February 13, here.
RCSP is a convergence mechanism for local government units (LGUs) particularly in the barangay for the identification of issues and needed government intervention. It is anchored on empowerment framework aimed to develop the capacity of the community to organize themselves and own development by bringing about value-chain interventions to uplift their current condition.
“Bisag unsa kaayo ang inyong gabuhaton pag-implement sa inyohang mga programa, pero kini siya wala gatubag sa tinuod nga panginahanglan, prayoridad sa inyong barangay, the priority programs, projects for your constituents, wala lang gihapon na siya’y pulos. So maong nga naa ta’y RCSP,” DILG Regional Director Arnel Agabe said.
(Whatever it is that you do in implementing your programs, if these do not address the real needs, priorities of your barangay, these are still useless. Thus, we have RCSP)
In implementing RCSP, governance gaps and needed development interventions are identified. To ensure sustainability, communities are empowered, barangay-based institutions are strengthened, and barangay development plans are crafted.
Among the deliverables that LGUs and RSCP team need to comply include the evaluation of RCSP implementation, crafting of periodic peace status report, conduct of community-based satisfaction surveys, re-echoing of programs to other barangays.
RCSP is also essential in the operationalization of the Executive Order No. 70, issued by President Rodrigo Duterte to end insurgency in the country through the whole-of-nation approach, as it ensures convergence of implementing national and local government priority programs.
“Ang gusto mahitabo sa atoang presidente when he issued Executive Order No. 70 nga ang national ug local government units will complement each other’s efforts to ensure that all constituents, tanan nga mga lumulupyo sa atoang mga tagsa-tagsang lugar diri sa northern Mindanao will be able to feel that there’s government, naa’y gobyerno nga nagpangga sa ilaha,” Agabe said.

RCSP is geared towards creating and attaining sustainable peace thru well-functioning government, equitable distribution of resources, free flow of information, good relations with neighbors, high levels of human capital, acceptance of the rights of others, low levels of corruption, and sound business environment.
